@Thoughtful's response provides many practical suggestions for the lender to follow, both before lending and after lending -- lend only what you are willing to forget, set boundaries firmly, be direct and confident when asking for repayment, don't provide reasons when asking for what is yours rightfully. And, if needed, use alternate means such as involving common friends or acquaintances. I think the most important is not to give a reason, for as Thoughtful said there, the person will take it as an invitation to poke holes in the given reason.
