How accurately is the electricity meter running?

Hi All

I am living in Mumbai. Since last two months i am getting very high electric bill. In Jan when i was using water geyser the electric bill was less where as now when no such things are used I am getting high bill.

They have put the new electronic meter to check power consumption.

can anybody tell me how I can read the meter reading as i doubt the meter man is not at all reading my meter and giving wrong out put
