In US u can get plants and pots from lowes, home depot or even walmart with a garden center. what type of garden u want ? like flowering garden, ever green or veg garden . how much sunlight u get in ur balcony.

u can get a list of hardy and easy care plants for ur zone by googling and start. Happy gardening :)

Do you get good sunlight or is the balcony mostly shady? This is important to select successful plants.
For containers, you can look in Walmart or Home Depot. Costco has only the huge ones. Miracle Gro potting mix is suitable for most plants.

Also, it is not a bad idea to have some perennials so that you can enjoy them year after year. You just have to walk around a garden center, narrow down what you like and just bring them home!
