Your mom is right. Be a positive ruler. If somebody is good tell her so. If she is bad keep mum. That has been my policy for so long. But at times I am compelled to judge somebody's work. (Can an auditor refuse to judge others' work?)

If others don't change their (negative) habits, why should we cange our (positive) habits. If we do then we must have been the weaker of the two.
