QQ regarding delivery costs..

Ladies.. I have a query. any help in this matter would be highly appreciated. My husband called his insurance (which is BCBS PPO). i have a 1000$ deductible, out of which almost 800 is covered, and around 200 is remaining. since i am due in oct, this will defintely be met. however, my physician has asked me for a deposit of 900$ (this is for professional charges for delivery, since my out-of-pocket expense is $2000 which has not been met, they are charging me 30% of 3000 which is 900. 3000 is the global care package cost, 70% of which is covered by insurance). they said that if the hospital costs go more than 2000$ my out-of-pocket expense will be met and this amount could then be refunded back to me. did anyone of you go through the same thing?
