I messaged a neighbor that I wanted to know the phone number of the plumber she knows? I saw she had read the message and she did not bother to respond. I waited for a day and again requested her. She had read the message and did not bother to reply. Its been 3 days since the last message. She could have just replied " I have the number / don't have the number". Hardly takes 10 seconds to write 3 words. But madam didn't want to respond. What do I make of it?? Isn't she being rude?? Atleast I respond to people I know, if they messaged me asking for any info, with an yes or no.

    Short answer: Not rude.

    Longer:
If the last plumbing repair he did at her place was the dishwasher or the kitchen sink, she might have been overcome with gratitude to have that back in action. Then, maybe one thing lead to another, and unable to sufficiently express gratitude from behind a mask, she did so otherwise, and she now knows more about him that just his phone number.

And hence she is not very keen to share that with you.

    I feel it's rude.
    She should respond.

I have seen that sometimes people don’t want to share the names of handymen, electricians, plumbers, carpenters, hairdressers etc. My own mom is guilty of this. She has found an excellent tailor since the past 20 years and other than 3 aunts nobody is in on the secret, even though people constantly ask after complimenting her sari blouses. She will also never share contact information for the “Mami” who comes to cook for festivals. It almost caused WWIII when a guest tried to poach the Mami at a family function.
TLDR: it could be any number of reasons. Let it go.

If I were you I would text her “hey thanks for texting me the plumbers number. So nice of you” and wait for her response.

If she responds, our scores are even. You fooled me, I fooled you. If she doesn’t respond, I would assume she’s neither serious about people nor a fun loving person which disqualifies her from being anywhere on my radar!! The end.

It is a kind of selfishness.
Why you are expecting and waiting for 3 days ? There are many ways to find a plumber.

Big difference between a plumber and the plumber.
The full, total story may come out later in this thread...or elsewhere.... or NOT.
These are mysterious things that boys cannot know. We may have to wait and watch.

Perhaps she had forgotten to reply you for the first time but she has to respond you after seeing your request for second time. Do you both on good terms? We can't assume the reasons behind her silence. If you really want to know the motive, just call or ask when you meet her.

I am usually very helpful, maybe too helpful.. but I don't share such numbers if the friend herself has repeatedly not shared recommendations in the past. I also don't share with friends who tend to blame me later if the plumber/electrician etc does a bad job. They won't exactly blame, but will ask with disarming curiosity, "did he really do a good job at your place? did you check his reviews? I just read that for one customer he ..."

Though, putting all conspiracy and other theories aside - I have found that there are many reasons people don't respond to emails or texts. We never know what struggles people are going through in their lives at any given time. We don't need to know. It's just a plumber number request not replied to. Can be ignored.

I once didn't respond to a friend's request as my DH stores such numbers and we were in the midst of a silent treatment. : ) : )
