Hubbys behavior

Jeez...what a silly discussion over such a non-trivial matter. If a man degenerates to the extent of oogling at his brother's wife, then I would say the man is totally perverted. That is double treachery to both his wife and his brother. I think only 1% of the men would stoop to such a degrading level. My husband is definitely not of that type. Yes, he does oogle at girls but just not anybody. If he blindly pairs me up with just anybody and suspects me, I would be aghast. In this case I think the OP is just over reacting.
