Why Saudi,in India that too in New Delhi I have faced the same problem.the parboiled rice available at North Indian stores has tobe soaked for more than 8. Hrs.still it will give a sticky batter.we used to buy boiled rice from South Indian stores.hiii nice people, soak rice, and urad dhal in required amt, give it to them .they will grind and give u the batter.morning one boy will collect from us all.evenig they deliver back I salted batter.
so nice is not.these things happened in 1980,90 period.

now every thing is available in North Indian store also.but no batter grinding store.hmmmmm

Nothing can compete our kushboo(softness idles)made from boiled rice 3 cups, raw rice 1 cup,2 teas spoon soaked methi seeds ,1 to 1and quarter urad dhal.if grounded urad dhal batter fluffed well like cake batter.sure ur idly will be very soft.

either change urad dhal or add add a little more.

    sure u will succeed.
but no suptitute for boiled rice if not available forget making soft idles.

now a days soaked ground beaten rice. Poha (aval)is also added insteaded methi.

Try it out with raw rice.
