If she doesn't like water, try soaking a few raisins in warm water, crush it with your fingers, strain it, and pour it into a sipper cup. Try squeezing fruits like oranges, or sweet lime, and mixing with water to ensure she stays hydrated with such flavored water. Don't force-feed water, as she might begin to hate it. Hope this helps!

If your infant is 3.5 years old, after consulting her pediatrician, you can mix honey in her bottle of water. Remember honey should not be given for children below 2 years of age because a bacteria called Colsteridium that can cause infant botulism. This could encourage her to drink more water. But once she gets used to it, you should stop giving honey. There are other benefits of giving honey such as 1) long lasting energy, 2) vitamins and minerals, 3) protects liver, 4) wounds heal faster and 5) calms down caugh. But give honey only after her pediatrician agrees to give honey with water.

She detects that raisins-soaked water is not regular water and rejects it

But then one has to be aware & beware of highly adulterated brands of honey. Cottage honey gathered by forest residents sold through KVIC in india is cheap and genuine sold through their own retail outlets. I am not sure it is exported to US.
A recent study reported in media:
Dabur, Patanjali among 13 brands adulterating honey with sugar syrup: CSE study
A study has exposed the rampant adulteration of packaged honey sold in Indian markets. The study claims that 13 of the biggest brands including Dabur and Patanjali have failed a key test which is considered the gold standard for testing the quality of honey. Only Dabur has come out with a statement rejecting the finding of the study.
There is a snap test to determine quality of honey.
