How many hours of TV??

Hi all,
I am also worried about my 5 years old son, he will go to school 5 days but after coming from school he will do his homework and he will put tv, if I said no he used to say that we will go out but in winter I can't take him out bcoz I am having another boy he is 1+. I dont know how to engage him at home, bcoz of second one I can not spend more time with him.
