Thank u Sravani, Rajinee, Vsharma & Kavisur..., Here's the procedure..,
Things v need Stones according to r choice, golden chain will get in different sizes, now in most of the markets diyas r available, white m-seal to stick diya available in hardware shops, i use decoration glue-fevicol co. (if not available go for fevi bond but if u use fevi bond below the stones der will be air cracks it looks ugly) & foam sheet take in craft stores ask dem whether it will float on water..,
1st photo- i have used waste cd on it stick the big stones around that golden chain again small stones again golden chain repeat 5 more times, in middle i use m-seal to stick diya (its a plastic diya v can use oil or with the help of battery in photo i have used battery) & backward i have sticked foam sheet (lenght 2&1/2 inch & width 2&1/2 inch) bec cd has no weight it will float ..,
2nd-its silver coated diyas (its cost Rs.25/- & red one its cost Rs.15/-) usually v can buy in craft stores only cut the foam sheet 1/2 inch bigger den the diya in the middle u have to cut it round if possible i will upload the pic of that & den stick the stones..
3rd- i have used round glass piece available in craft stores , glue the stone & same as above using mseal stick the diya & below the glass stick foam sheet (here foam sheet should be stick same size of glass bec it will be heavy weight)..,
5th - i used foam sheet as a base i have sticked stones on that and diya using mseal..,

If u have any doubts feel free to ask..,

As shown in 1st photo foam sheet should be cut & the middle round will not be wast v can use it as small flowers as shown in previous 1st photos on floating water..,
i have shown how to cut & den how it will be , i have shown the diya front & back side of diya...,
