Yes, my brother wasn't able to attend head shaving and ear boring for my son, so my cousin brother stepped in. I have seen this apply to my cousin's wedding, she doesn't have a "brother" figure, just "machans" ( she's my maternal uncles daughter, and she only has paternal aunts).
