I want to add that if you are US citizens living in the US then you will have to look for a US agency that partners with CARA. The domestic agency will handle all the formalities involved including the background checks, references, home study, adoption education classes, psychological testing and so on. They will then prepare a report approving your application and send it to CARA. Foreign citizens are given the lowest priority when the placements are being considered. We went through all the initial process about 4 years ago and the social workers kept repeatedly telling us that we should be prepared to accept children with some degree of special needs. If you are picking a US agency ask them about their success rates and timeline of placements, so that you have a realistic picture of how long the process will take.
