After I heard and read about this news in the newspaper, I expected to see at least few people following it.
Once this news came out, I could immediately see flooding messages in Whatsapp and you tube why so many other rules are not implemented and negative comments against this rule.

But it is almost more than two weeks gone after the announcement, many bike riders are not wearing it then how could one expect the pillion rider to wear a helmet.

I drive a scooty and even to the nearest shop, I make it a point to wear the helmet. I did purchased a helmet for my parents whom I drive to near by places. I initially wondered whether I will look like a comedian with my parent wearing a helmet along with me, while in the roads there is not even a single soul riding two wheeler wearing it.

Then I felt the government is doing it for the safety of the pillion riders and why I should feel shy when my parents life is involved. I decided to use the helmet for them whenever I plan to take them out for a drive.

Isn't life more precious than outside appearance?

Life is very precious indeed! Why aren’t people following the rules? Many are unaware of the reality and seriousness of this issue of road accidents and how many people lives could be saved by helmets alone. Public awareness and education will definitely increase the percentage of users. One must also be aware of the quality of helmets they use. Just a look at this is enough to make one realise the need to use helmets.

Pillion riders are usually at a greater danger in a collision, or even a sudden stop, or change of direction. While the driver has got a handlebar to grip, the pillion rider is usually taking it easy, or holding on to some bags, purchases and things. In a moving scooter, both the rider and the passenger are moving at the speed of the 2wheeeler, and obey the law of conservation of momentum on impact/sudden-braking etc..

Our new regulation is good. Unfortunately it will only be effective after much bacsheesh is paid up to the police.

I totally agree with your response. I think some people are more worried about their hair styles than their head.
