We stay in Arlington and my husband travels to DC to work daily. Even we dont have a car, but we r well connected by bus and metro. So buying groceries from giants etc..is not a prob. The rental rates r reasonable too - starts from 1000+ for single bedroom... If ur looking at high rise apts i.e . apartmentshowcase.com is really good place to search too.. We have buses every 10 mins to pentagon and there u get the metro to go into DC. Lots of people stay here... There is one indian shop on lee highway, in VA which you can get by bus, but i dint like the quality of vegetables, so stopped going there. Easiest way is to hire a car, but i hav gone even by bus to indian shops -loong route..like a picnic.. but if ur game , :thumbsup ...DC is a nice place.. you will enjoy it.. i ve been here just for 8 months and i am starting to like DC very well ..any other info, i would be glad to help.. :cheers

the budget is very small and its for investment kind.

start checking out libraries..close to ur home..u can get movie DVD's etc.. to rent for free..if u join the library... and also books - heaps..if ur a book lover..thts the place to be...
