Hi dhivyamani- I lived in baltimore and totally understand the rent scenario in maryland. If you are sinhle, you may want to look into sharing a 2 bedroom apt, it'll be cheaper than renting 1 br or even a studio apt.

Yes, for a family it is. I thought you're single. If you've extras like cable, home phone, you might want to cut those expenses. If you are a stay at home mom, think about baby sitting. You can make some extra money without leaving your house. Just a suggestion!

How much are your utility bills usually? For a 2 br apt, avg bill run around $100 for electricity, $50 for gas ( depends what on gas and what on elecricity, I, m assuming heat on gas) and $30 for water. 2 months in summer and 2-3 months in winter will be higher. Are you paying way more than this?

No Divya. I worked at Johns Hopkins University so lived in Baltimore, MD. Quite familiar with what you're talking about. Unfortunately, there is not much you can do to save money on utilities. Your bills are in range of what most people pay. This is average pretty much everywhere (at least I've paid this much or more in MD, AR, GA, OH and IN), lived in south, NE and MW and really utilities don't change much.
One thing that I've heard for lowering water bill is to put a 2 L soda bottle (filled) in the toilet tank. Also, you can install low-flow showerhead. Keep the doors shut if you're not using the rooms and try to adjust temperature to 70 in summer and 68 in winter.
Won't make a huge difference though!
