Fair/legal?

    Is it fair or legal?
    Police announces $50000 reward for information that may lead to the arrest of a man suspected of killing a police officer. A church minister persuades the man to surrender and takes him to the police station where he surrenders and is taken in custody.
    The police refused to reward the minister saying the reward was for information leading to arrest and not for making him surrender.

    Is it fair? Is it legal? Is it fair and legal?

    Interesting question. No straight-forward answer. Based on the information available and a cursory thought to the matter: it can be legal but not fair.

    Me wonders..How did the minister get to know? Confession? Often wondered what the legal obligations are in such situations.

    The minister also called Pastor in the church of the locality where the suspect belongs to knew him and when his photo was released by the police, he persuaded him to surrender. Legally the police is right. It is quite possible that there would have been more casualties in case of some encounter. It is also possible that the reward was to be shared with the family of the suspect. It is said that the pastor is a good person and would spend the money for the good of the people.
    Legally speaking the reward is for information and not surrender.

    The pastor did his duty. Even if he may have had the information through the convict's confession, he did not report what he knew to the police but only 'persuaded' the convict to 'surrender'. The convict on the other hand still had his option, to choose not to, to act by his free will. The pastor convinced him rightfully to do the right thing, which is a fair and legal deed in my opinion.

    Yes, This is legal to do.

    Is this a true story, actually happened, or an interesting question that makes for a good debate? Either way, a good one, where the answer is not black and white and also not a murky grey.

    The police must have stuck strictly to the wording of their notice :
    The reward was " for informatiin leading to arrest "
    There was no arrest. Only surrender . And no " information " about the man wasgiven to police either .
