Defense Thread Reduction Agency is intended to develop programs that defends against chemical and biological impacts in a society. This will include preventing the effect of chemical and biological impacts on agricultral fields as Ukraine is a major producer of agricultural products. Besides, these labs are set up to understand the impact of pathegons that could be used against innocent civilians. These labs are owned by Ukraine and the US scientists are helping them to understand the impact of various pathogens.

Russian propaganda against these labs are totally false and WHO has independently verified and confirmed that there are no weapons development program in Ukraine. In fact, Russian and Russian affliated countries have violated the Agreement on CBW and hence Ukraine and all neighboring countries should be prepared to prevent any chemical and biologial attack on its civilians and agricultural fields. India as a member of the security council is very vocal and a big proponent of preventing chemical and biological weapon development and there are proven cases of violation by Russian and Russian affiliated countries in developing chemical and biological weapons.

Arnab is incorrect in his judgment that possession of pathogen means development of chemical and biological weapons and in order to study the effects of pathogens, one should have and research it. Unless, there is a specific evidence that Ukraine is found to possess chemical and biological weapons, Ukraine can't be accused.

The Professor is saying that Ukraine should have been made a nuclear power and the western powers prevented it from becoming one. He also says that NATO could provide that capability to Ukraine that would be an existential threat to Russia. He is giving conflicting opinion in two separate arguments. He is arguing that the US should pay more attention to China than Russia and he is not saying Russian aggression is justified. Expansion plan was executed by Russia in Georgia and Crimea and none of the NATO countries have worked on expansion. NATO is more a deterrent to the security of Eastern and Western European nations.
