Rwanda - Women hold 40% of technical and professional roles, and women outnumber men in parliament. Namibia - Twice as many women than men are enrolled in higher education.

The rankings will change with the parameters you use. Look at the parameters that World Economic Forum used to make the rankings.
That’s a tactic used by Trump take something that sounds similar and give it a new meaning that is totally irrelevant to the original.
No, I didn't equate it to migration as the U.S. will remain in the top 5 or 10 to migrate to for a long time. The list is titled "The 10 best countries to be a woman." I viewed it as something like: "If you are to be born a woman, these are the 10 best countries to choose." I wish the title was less misleading. At the least, the title should include "gender gap" in it. Or, "gender equality" or "gender parity." The list measures gender disparity in a country based on: Economic Participation, Educational Attainment, Health and Survival, Political Empowerment. The list is about the progress countries have made in these categories. Doing well in these categories does not make a country among the best countries to be a woman. And, being in the bottom half of this list does not make a country a bad one for a woman.
