People can now officially weigh in on a proposal by the Trump administration to punish legal permanent residents who have used certain public benefits by making it harder for them to get a green card or visa.

Please comment on 60-day public comment period on the website Regulations.gov.

That is the regulations.gov homepage. A link to the actual proposal page in which to submit comments will increase likelihood of people commenting. This is one link: Inadmissibility on Public Charge Grounds

Question: If the proposed rule becomes law, would DHS look into the applicant's use of public aid during all of his stay in the U.S. or would they look into his use of public aid only after the date the law becomes effective? Where to find the official word on this?

When you have such doubts, you can get to your congressional rep's website, and ask the question to the "Constituent Services" person. There is a person who works in the local office to provide such information via email or regular postal mail (Congressional rep's have "franking" privileges for official constituent service mail).
