Hi suna16, u can try a surprise b'day party @ abirami mega mall..(inside the snow world) chk out abirami mega malls website.. u can find the details.. i guess it wud cost a lil more than ur current budget... just have a luk @ the details and services they offer and then decide.. else take him/her to any near by ashram/orphanage and try to celebrate with them.. it wud be a very memorable one to all of them..
