L1B/ L2 VISA - PINK SLIP - 221g

Hello everyone
Im a new ILite, this is my first question, i don't know if i have posted it under the correct category. please help u out with my situation.

Yesterday we had our visa interview for L1 B and L2 at us consulate
The officer after checking our documents, said the visas are fine, but we need further clarification, and asked my hubby to fill out a questionnaire and we submitted it, and was given a pink slip stating “pending administrative process” - 221g section.
And said we wil receive our visas in 4 – 8 weeks. He didn’t give back our passports.
What does he mean by that? Is our visa rejected, we are so confused as my hubby has to join office by the first week of June,
Has anyone faced a similar situation? Can anyone please give ur inputs. Thanks a lot.
