If you are in US, You can go to any superstore- like JCP ,Macys,Kohls and ask the lady assistant there.
There would help you with the measurement and let you know.
Also Victoria Secret ladies are very helpful even if you dont buy.

    What store ladies told me-
Measure from B- line (front) ans bra should nt create tyres on your back -means its tight.

If your boobs come out ,that means your cup size is small.
if there is space, like you can slide you hand in cups ,its big

Measure from the base line, that is band size, which is important (eg. 32 or 36 inches), than measure the Cup size which means (A, B, C cups).
beter take a help from some one. suggesstion is stick with one brand, which you know your size.
Brand may varies size a bit.

The simple way is to insert 2 fingers in the back side of your bra and see if the fingers can go fine without being too loose or too tight.

This will help to find if you are wearing a tight or loose bra.
