Can anyone tell me what to measure for my daughters in order to stitch a pavada and blouse?

I need to send the measurements to india so that my inlaws can bring the outfits back with them. I know I need the length of the skirt from the waist to the floor and the measurement around their waist....but what do I need for the blouse?
