Apply some coconut oil and gently wipe off with a good face tissue or cotton

You first treat dryness - 1) by applying daily moisturizing cream after bath, 2) by applying Sesame seed oil before going to bed every night. Once dryness is gone, dust or dirt will also disappear. You need to do it regularly at least for a month to see some improvement.

Hydrate yourself. Drink enough water, eat good fats. Your skin needs it too.
Dryness and sensitivity could mean vit d deficiency too, if you are fine just ignore.

Nothing helps like moisturising..loads of coconut oil or olive or sesame. Sesame does wonders to skin. Aloe gel can help too.

Use finely besan or rice powder to scrub.. just rub softly to feel that dirt is gone.

You can look for soap or soap free wash for dry and sensitive skin range..
    Kama, khadi and soulflower range..

As you mention you have dry skin as well as sensitive skin so, rubbing and scrubbing will definitely not help you.
You should try to hydrate your skin naturally, for this drink enough water, apply some homemade masks such as
the avacado mask, oatmeal meal mask along with coconut oil, jojoba oil, and argan oil. These natural methods will definetly helps you in dealing with dry skin treatment.

To be honest I would say that when you rub your skin that would obviously cause red skin, so I would suggest to use coconut oil to moisturise after you scrub as this lessens the redness and will make it super smooth.

However I would suggest not to scrub all the time as this could cause a lot of pain in the area you sub especially armpits which are very sensitive. Therefore I would advise you to use a herbal method that would get rid of dead skin. Coconut oil would get rid of deaf skin in a couple of ours after use. If you continue using this for a week your dead skin completely.

Apart from the suggestions given above, you can also use cleansing milk as it contains moisture. From my experience, Nivea is the best. This is the one I use
