I purchased a cotton saree petticoat https://www.amazon.com/gp/product/B07W6R1ZKB/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 that is too bulky for my liking (IL taught me that satin is more slimming material)

I wish to convert it into a liner fir a maxi dress that constantly needs me to wear a slip underneath, else the static will make it scrunch up and look embarrassing.

Since I am not likely to use this bulky petticoat, nor wear saree for a while (till crime falls drastically in my city), how do I convert it into a permanent maxi skirt liner?

U gonna stitch it under the skirt on whole?? Or only where the elastic belt runs?

On continuous wash cotton shrinks doesn't it??

I think stitch only where the elastic belt runs.

I plan to stitch under a maxi wool-blend skirt that requires dry-cleaning.

My issue is how to stitch the petticoat with a drawstring under a zippered opening maxi skirt?

How do I handle the extra fabric?

Once my tailor said for better attachment, have to open the full stitched part to add attachment

Open the full stitched part to add attachment?

You mean open one end of the seam?

you should attach pictures of your skirt to which you want to add this lining for better idea.
If it is true indian cotton petticoat ( like it used to be ), it is heavier and may not be suitable for your wool blend skirt.
Google for lining combinations. Wool blend have satin linings normally for easy slide in.
However sewing is try/learn. So go ahead.. I added cotton batiste lining under chiffon skirt (made from scratch) only to realize it was bad idea and makes it frumpy.
You need to remove band from top of petticoat.
Then you can hand sew top of your skirt to inner band of your project skirt ( to attach) or undo band and redo again.
Remember - Wrong side of petticoat will be towards wrong side of project /skirt.

    Good tip!

Wrong side and wrong side must be facing each other.

Will get photo of skirt at the earliest.

You are right, sewing is learning. Hope you were able to use the chiffon skirt another way.
