You can follow Shanvy's tips also.

    Being in tension???
Do you have the habit of wetting your lips very often before or after this your scary problem?
If Yes,please stop!!! continuous wetting makes the lip to loose moisture and result-extreme dryness.

He is having the habit of wetting his lips often and usually have chipping of lip skin.:bonk
My Ds faced this(even bleeding) in the beginning of 12th std.

Being in the prep of board exams,( most tensed period.) continuous studying, his this habit worsen the dryness.

I tried applying fresh cream first, but he refused as it smelled BAD(He hates ghee and ghee foods)
He tried on Nivea,Himalayas lip balm, helped but not much.

Finally turned to my way.I applied fresh cream(malai-the top fresh layer of boiled milk).
    It did wonders.:)
He never have it for next 2-3 days then he will get it again but not much worse as before.just dryness,no chipping.
So I followed the application for nearly 6 months.
It had vanished after his board exams:)

    How to apply:
    Take malai onto your palm
With your index finger rub it well till you get a smooth paste.
Apply evenly on the lips.It will dry off quickly. So no need to wash it off.

Follow this 2-3 times a day/ whenever you feel like.
    Smooth,silky Lip is guaranteed.:thumbsup

Today morning saw him applying lip balm again:hide:..checked the brand..its Maybelline baby lips cherry kiss.
Now I had to return to my routine.!!!!!

    Thanks.

I think you've caught my problem by its roots.Yes i wet them often. And last week during the CTs(corporate trainings) i was a bit tensed and had to study a lot. That could be a reason.
But yashikushi i ...i cant stand malai's smell. So does it smell when we apply it on lips??
