Better you should consult a dentist ,then she will take a radiograph and confirms that
------the lower incisors are present or not.
------If present there are any hurdles to their eruption path.
------If absent,what measures you should take age by age.
------or any cyst or bony malformations preventing it's eruption.

Many people think that teeth problems correct themselves with age, it's not correct dear...
If we treat these small problems in early stages with simple measures,in future we can prevent big problems(orthodontic problems ex--- front teeth,irregular teeth)

Re: Which Tooth paste should use for kids.

You get kids toothpaste without florid in the market... they are safe even when swallowed. you have to introduce brushing as soon as they they their first tooth... so that they get into a habit going forward.

Initially when my son started to brush own his own then we used to brush together so that he could follow me and slowly slowly he started to brush his teeth without my assistence.
