You yourself say that Tamizh has spread quite far and wide outside of India, so what exactly is your issue? How does learning an additional language pose any threat to Tamizh? I completely agree that it would be beneficial to have all administrative forms etc., be in Tamizh also, in TN, in Kannada also in addition to Hindi and English in Karnataka and so on. These forms from the CG are probably not staying within TN to be processed, and are going out to some other state for another government employee to process. Hence, a language like Hindi, which is more widely spoken and understood is practical, in addition to English. Hindi will never install Indian-ness in the constitution or Indian citizen; the current status of Hindi in India is you can identify India's development based on Hindi speaking belt and non Hindi speaking region.
