Ny Gov Orders School Closure For Rest Of Academic Year

I read in tweet today the following:
New York governor questions NYC mayor's authority to close public schools
On Saturday, New York City Mayor Bill de Blasio announced school closures for the rest of the academic year. New York Governor Andrew Cuomo responded to the measure by seeming to undermine it, saying "there has been no decision."
Does he or does he not has the power to order closure of schools being discussed in public.

More than a dozen states in the US have closed down schools for the rest of the academic year. Cuomo is the governor and has the ultimate decision authority for the state. He and DeBlasio are longtime rivals but it is unlikely that he will override the mayor.

Schools in my area were initially closed for few weeks.They later announced that the closure continues until at least April end and indefinitely until further notice.
