Your brother belongs to Aries Ascendant. The 7th house, the house of spouse is occupied by teh house lord VEnus, Lagna lord and also 8th lord Mars, 3rd and 6th lord Mercury and also the 5th lord Sun. The 5th lord Sun is debilitated and the Venus is combust. In addition, the Venus is hemmed in between malefics, i.e. Mars one one side and Sun on the other side. These are the main reasons for the delay in marriage.

However, the chances for getting married is faourable till May, 2014. If sincere attempts are made, there are every good chances to get married, probably before 20th Sept 2013.
