Welcome to CT.I live in Milford which is next town to Shelton.
Now the answers for your qs

I never lived in that area so I have no clue about the apartments and the safety.

Here in my place for single bedroom you have to pay nearly $1100.

If your husband wants to stay in sharing apartment he has to look in
Indian stores. Mostly people stick the flyers in stores or check in Suleka.com

I think you need a car, here the public transport is not that good.
If you husband stays with friends may be he can easily manage.

You will get all the grocerries here.If you want you can bring Sambar podi,Mixi(110 v),Cooking vessels,cooker,idli stands,dosa pan.So far I remember these only.
