in this case thamarai was only half dressed meaning she was not dressed on top. That’s why pavan I says she held the towel to cover her up.

What Sruthi did was wrong , crossing her limits but it was not out of evil and an intention to go so cheap and humiliate thamarai as it is made to be and yes she needs to apologize to Thamarai.
