I usually avoid being sucked into these discussions but this one has piqued my interest a bit too much. Lemme ask this: Is your issue that Tamil is not present on important documents OR Is your issue that Hindi is present? They are two different things.
Its not that simple, the center is systematically focused on eradicating a language and culture by doing everything it has in its control. Every state has the right to decide what they want language they want in their official document.
If you mean Centre issued documents, then I agree that a local language should be included on all those document making them tri-lingual. Belgian passport, for example, is trilingual because of diversity of its population. India can do so as well. A passport in Hindi and English with option to include some text in another Indian language. If you mean state issued documents, currently they are in English and local language OR English.
