When you say "we use toilet tissue to sit" I guess you mean that you lay the toilet paper on the toilet seat as shown here. If this is correct, then you can do two things instead of wasting toilet paper on the toilet seat:

Get the paper toilet seat covers. You can look for less expensive. I just pasted the first link from amazon. These are not disposable.
2. You can keep a bottle of 409 or other cleaner nearby. Spray it a few times each day and use terry or cotton towels to wipe down the seat. Put the dirty towel in a paper bag or basket and launder them once a week or so. So much cleaning might make the skin of your hands very rough, so you may want to use thin food gloves.

And, like MalStrom said above, disposable wipes are not safe to flush. The few times we used those, I bought cheap brown lunch paper bags, and after each use, put the wipe in a paper bag before throwing into the waste bin.

For the long term, you may want to look into installing a bidet for the toilet. It is very helpful for people who are extra particular about cleanliness and think deeply about it (nothing wrong with it.) The bidet can be installed in a rental apartment also and removed when leaving. Look for hand-held bidet. In a hand-held bidet, nothing gets attached to the wall behind the toilet, and nothing gets fixed under the toilet seat. Usually Home Depot has a better selection than amazon.
