@Sunburst, shall try to give a short background as per the puranas, of the reasons behind celebration of Navrathri or Durga puja/ and accompanying Golu during the nine days in the south of India. Mahisasuran the Asura was the cause of a lot of hardship to people and devas and they prayed to Devi parashakthi to relieve them. Devi as Parashakthi accepted their request and waged war on the asuras for nine whole days and was successful on the 10th day, which is celebrated as Vijaya dashami . Parashakthi got all her powers or shakthi from the other Devas or gods , who in their turn blessed her and gave her all their weapons and powers with which to fight the asuras. The Gods, thus were deemed to be standing aside silent after giving their all to Shakthi. The Golu dolls during the nine days therefore represent the Gods watching and being one with Devi in her fight against evil. There is a lot of meaning behind the placing of the dolls also for each of the steps, representing evolution of all life on earth from plants and other unicellular creatures to humans, saints and other sages and finally the Gods. Parashakthi is present in all life and therefore find a place in the Golu decorations.

Going on a tangent, has anyone read the great R.K. Narayan's 'Dark Room'? It has a portion where they are celebrating Navarathri and it is so beautifully articulated, the emotions, the drama and the essence of the festival. Sigh, I am missing my dear Mylapore again now :-(
