    Vow! This was a serious post! But you have rightfully justified Arvind Kejriwal.I have been late in seeing this post. You Delhiites have taken a bold decision! Wish you all the best. Hope the young chief minister delivers his promises.

    While we argue about this, times of india has posted a clarification (very small one, not like the news they put about the suit) saying 10 lakh was a quote given by some designer and not the actual cost. All the damage is done and now they put a small clarification. As per jade blue, the one who designs modi's kurtas, it was a gift to modi. I also didn't like the suit, but 10 lakh was a spin TOI put

    Dear Balajee,

    I agree AAP is probably the closest to being a pure political party when compared to Congress and BJP. I am glad AK is the new CM for Delhi now. However, I am not confident he could fulfill all he promised as part of his election manifesto. I understand his difficulty in not promising anything that is not doable especially when others are promising so much. But he claims he is different and he needs to show it in his action as well.

    Congrats to Aravind Kejriwal and Balajee.
    Balajee's dreams have come true.Many people have voiced their opinions and analysed various topics.

    It is an undeniable fact there are many limitations to Kejriwal under constitution.The Chief minister of Delhi has very limited powers.



    According to the 69th amendment to the Constitution, the Delhi Assembly lacks the powers to make laws relating to police, public order and land. The problem is compounded by the presence of three municipal bodies — the New Delhi Municipal Corporation (NDMC), the Municipal Corporation of Delhi (MCD) and the Cantonment Board — all of which are under control of the central government.


    Also, apart from the three restricted entries in the state list, Kejriwal will need Centre’s cooperation on many subjects that overlap with Centre’s powers.

    There are 57 areas under the Delhi Development Authority (DDA) and about 60 items under MCD where the Delhi government cannot do anything without the Union government’s approval. MCD cannot take even simple decisions like increasing the fine for littering on the street; ” says Shailaja Chandra, a former chief secretary of Delhi.


    In its 42-page manifesto, Kejriwal’s AAP promises, among other things, full statehood for Delhi, restructuring of DDA and MCD, and a new Lok Pal Act to strengthen the present Delhi Lok Ayukta. Each of these proposals needs the central government’s approval — a fact that the party does not mention in the manifesto.

    The promise of full statehood requires an amendment to the Constitution through an Act of Parliament. Even the Modi-led central government cannot do this on its own, given that the ruling National Democratic Alliance does not have enough members in the Rajya Sabha. AAP’s proposal to restructure DDA does not mention that the body is fully under the Union urban development ministry, so the Delhi government has no powers over it. MCD is governed by a legislation passed by Parliament, so only the Centre can make any change to it.

    Even the promise of introducing the Jan Lok Pal Bill looks unsustainable, as the lieutenant governor of Delhi, Najeeb Jung, had last year refused to give his consent for the Bill, on the grounds that the Delhi Assembly was not competent enough to pass such a legislation. Any money Bill requires the LG’s approval before being introduced in the Delhi Assembly. Jung’s consent, it is believed, will depend on the Centre’s comfort with AAP’s Bill.

    “It is difficult for even a seasoned bureaucrat to be sure where the central government’s powers end and where the state government’s begin.”


    Even the rather innocuous-looking promise of opening 500 new schools and 20 new colleges needs the Centre’s support, as ‘land’ in Delhi is a Union government subject. The AAP manifesto, released on January 31, even talks of “proceedings of court cases will be video-recorded and made available to public. The manifesto, however, seems to have missed the January 3 judgment of a three-judge Supreme Court Bench that made it clear no court proceedings would be video-recorded.

    Open access in power discoms This could run into legal hurdles, as power discoms have signed with the Delhi govt contracts that extend upto 2027.

    Listening to all the impossible promises, and having experienced a chaotic Govt from him, it appears that Delhi voters have taken a calculated risk in voting AK to power. Equally worried are AK and his party men.
    It is hoped that Kejriwal will show extra ordinary level of statesmanship to survive in power .He has to strike a balance between activist and skilful administrator, weigh the legal hurdles relating to constitution that governs Delhi Administration.
    Based on his past behaviour this seems to be a tall expectation.
    Let us wait and watch.Changes do happen and people get tranformed.

    Malatijagan, this was not only a bold but a sensible decision.Congress;s return to power was blocked by various gates like Coalgate and the realization that the parrty has become a family property. BJP in his short period in power, has not covered itself with glory. Loose cannon ministers have alarmed an essentially liberal city with their rabid rightwing postures, there have been attack on churches, the government has not strongly come out against the Ghar Waopsi of Christians and Muslims to Hindu fold. Added to that isemperor Modi's new clothes with his name all over then that made him a laughing stock.. His bravado about black money abroad and his promise that within 100 days in power he would have it back in India remained an empty promise (He shouldn't have made that promise that was mpossible to achieve), People remembered that AAP in its previous reign of 49 days tried to fulfill more electoral promises than any other party and therefore pumped for it.

    Viswa this time Arvind Kejriwal has focussed on not promising the heaven. The focus iis on social infrastructure like health and education besides water , Power at reasonable rates and good roads and above all a transparent clean administration. That is not promising the moon is it?
