In the modern today's world, it is almost impossible to give cent percent to one task. While working, the mind will think about life's to-do's, worry about kids, old parents and other things, not just continuous interaction mediums. While away from work, the mind will think about work, and many are even required to be available via email/phone.

There is no on/off switch in the mind to focus on one task. As long as the person is meeting the requirements of the job, and able to do more if he wants to, and meets deadlines, rest is not given so much importance. Focusing hundred per cent on the task but not being competent otherwise is not rewarded.
