width of the neck

hi!
has anyone ever wondered what should should be the width of the neck while drafting the sewing pattern of any garment i always make mistake by measuring it as 1/3 of the measurement of the neck and the shoulder measure as 14" which is the distance between both of bone of my shoulder bone but the clothes which i draft sags near my neck and hence its not a perfect fit i want your the helpful and useful recommendations thanx

this is a genreal answer...sorry i could not draw the diagram....for blouse shoulder to shoulder should not exceed 11"....in fold it shd be less than 5.5" how big the frame maybe....reg neck..from the center line for slim frame cut at 2"..for medium frame cut at 2.5"... for large frame cut at 3"....at any case neck space should not exceed 3"....
