Usually, the public school a child attends is decided based on the address the family is living at. If schools have spots open in a particular grade, parents might be able to apply for inter-district or intra-district transfer. The process usually starts in the spring of a school year. If approved, child transfers to another school in the fall. Moving a child to another school within the same school year without parents moving to a different address is often not possible, and not encouraged. Even if they move to a different address, if it is near enough, it is often suggested that child complete the school year in the old school. You can try checking your school district's website for information on transfer process.
