Iowa driving license question...but plz help :)

hi,
First i am so glad i found a community this big online when i am feeling so alone.i hope i can make a lot of friends out here.
I have a unique problem.i converted from j2 to h4 in usa so have no valid h4 stamp in my passport ,moved from chicago to iowa due to my hubby's job.My IL Driver's permit has expired and i need to apply for a driver's license in iowa,what is the process ? i dont have visa stamp , will that be a huge factor? anyone been in my situation?
