H4 to F1 Visa status and procedure

    Hi,
    I'm new to this site and US.

    I need some information on how to do MS in USA.
    Actually I have done my B.Tech in India and worked for 1.5 yrs back in India. I came to USA 3 moths back, I'm planning to do MS in USA.

    I have few questions, Can anyone please answer.
    1) is it TOEFL mandatory to do MS in USA , if we are on H4 VISA ? are there any universities which can offer without TOEFL?

    2) Exactly what's the procedure to go change H4 to F1 visa. Means from where do i need to start? Means need to get I-20 first or need to apply for college or need to apply for change of status from H4 to F1 ? Not sure from where do i need to start.

    I'm seeing many threads in this link, didn't find complete procedure to change H4 to F1.

    If anyone gives complete information, that would be great. Thank you.

    Following are the main documents that you have to work on as you have to get these documents from outside exclusively for this process ...h4 to f1


    Maintain and get bank balance required by the university and get the official bank statement for 3 to 6 months from bank
    Get the Sevis form from your college
    Pay SEVIS fee and get the receipt
    Get the check or Money Order for $xxx on "U.S. Department of Homeland Security"
    Fill form I-539 online and have a print out of it and sign on it
    Get your Spouse's employment letter


    There are few other documents required for this process and I guess everybody will have those by default.

    Cover letter
    Original International Technological University SEVIS Form
    Photocopy of I-901 SEVIS fee payment
    Photocopy of Form I-94
    Photocopy of current immigration status documents, visa stamp, and passport ID pages
    Bank statements indicating that you have enough funds (as stated by the university) to complete the courses
    Photocopy of Driver’s license (optional)
    Photocopy of Health Insurance
    Copy of marriage certificate
    A completed Form I-539 (Application to Extend/Change Nonimmigrant Status)
    A check made out to "DHS" for $300
    Photocopy of following spouse's documents


    Current immigration status document I-797A
    Form I-94
    Visa stamp
    Passport ID pages
    Paystubs of last 3 months
    Employment letter stating current salary and job position
