Hi,

Does anyone know about any rule that spouse of H1 can start working (or can transfer to H1) if H1 has been for more than 3 years?

The spouse of H1 i.e h4 visa holder can apply for H1 at any time period. The rule is just in works. There is nothing yet. So yes H4 visa holders cannot work legally.
