adoption- legal procedure

    I have adopted my niece last year after her father's death (oct 2009) who was my cousin brother and whereabout of her mother are unknown since she was 2 yrs old. she is now 6 yrs old. I have a written document from her grandmother stating that my husband and me will legally take care of the kid. Is that valid?
    Please help me with the legal procedure. :drowning
