Tell her that irrespective of month/time you cannot teach him. Looks like she is not ready to leave until you agree.

Maybe she doesn’t want to pay for those classes that’s why she is behind you.

Yes, I do notice that. Telling me I can combine my child with her son...teach during holidays.
How many times I do this? Say no. Nooo.
    It's 4th time No means No. I didn't beat around the bush, I told I can't.

Hmmm... She is being clueless and bordering on rude. Try switching to, "At this time, I am unable to help. I will let you know if anything changes."

Wondering aloud: is it better to say no without providing any reason? Does giving a reason for the "no" result in the request-ers suggesting work-arounds for the reason?

As it clearly shows that she wants free quality service from you tell her that you will charge her a handsome amount that should be paid in advance (this will prevent her from saying that she will pay you later). This will definitely shoo her away. But remember to say whatever you want to say with a firm tone (not in a submissive tone).

don’t mention fee because if she agrees you will be again stuck ....

This option is beginning to look attractive. Quote a really high price, and lay down the conditions like pay in advance, minimum 24 hour notice for missing a class, and a doctor's note if less than 24 hr notice. Payment due on or before the first of the month. Materials fee extra (books, and worksheets that need to be printed). $5 charge for every 15 minutes late pickup, rounded to the nearest 15 minute. Class canceled with no refund if child does not do the assigned homework (we had a piano teacher who actually had this rule for a while).

    : )

If she happens to bite the bullet and agrees to pay the high cost, then, do it for a month and say it not working out.

    Ok one last suggestion.

    Do you have work permit?
If no, then tell her you cannot tutor(free or paid) her son and risk yourself.
Tell her this is quite serious offence and you are not willing to do this at any cost.

Getting into fees will start another round of negotiations and price haggling ...

True. I don't want new dramas. Clearly I don't want to teach her son. That's the point here.
